Foreign Minister Araghchi just clarified Iran's position in his Al Jazeera interview:
"We have no problem with the countries on the other side of the Persian Gulf. We have friendly relations and good neighbourly relations with all of them and we are determined to continue these relations."
"What we are doing is in fact an act of self-defence and retaliation to the American aggression against us."
"We are not attacking our brothers in the Persian Gulf, we are not attacking our neighbours, but we are attacking American targets."
Iran is drawing a clear line: Gulf states are not the enemy. US military assets in those countries are.
This is strategic messaging to prevent the Gulf from unifying militarily against Iran.
It also explains why strikes have hit Bahrain, Qatar, UAE – where US bases are located – while avoiding direct civilian infrastructure in those nations.
