Establishing mining facilities would impose a financial burden on the federal budget. The ban aims to prevent exacerbated energy shortages due to attacks by Ukrainian armed forces and difficulties in infrastructure restoration. While the governor did not specify when the ban would be implemented, he mentioned that it might be lifted if conditions improve in the future.
