Only around 46% of XRP Ledger nodes had completed the upgrade by May 19, despite the fixCleanup3_1_3 amendment being set to activate on May 27. According to NS3.AI, David Schwartz mentioned that a hard fork would require sufficient validators on each side to establish a functional unique node list, while minimizing the likelihood of a contentious split.
