President Lukashenko signed Decree No. 19 to set operating rules and market entry conditions. Cryptobanks must be residents of the Hi-Tech Park and registered in a central bank-run cryptobank register.

The model introduces dual oversight through financial rules and decisions by the Hi-Tech Park supervisory board. Belarus is now moving digital assets closer to its core financial system.

Cryptobanks can combine token-based activity with traditional banking functions, including banking services, payments, and related financial services within a formal legal structure.
