The Bureau of Industry and Security (BIS) has extended U.S. licensing rules to include advanced AI chips sold to Chinese-owned companies located outside of China. According to NS3.AI, this new regulation affects high-end processors such as Nvidia's Rubin and Blackwell series, as well as AMD's MI350x accelerator. However, existing licensed sales of lower-tier chips will continue under the previous terms. Nvidia reported no shipments of its Data Center Hopper chips to China during the first fiscal quarter of 2027.
