According to Foresight News, the criteria for blocking include subnets that have consistently burned 100% of miner emissions without a launch plan, those engaging in self-mining through staking weight, subnets that are dead or abandoned, and those exploiting the TaoFlow vulnerability with minimal on-chain activity, such as subnet 104. The related on-chain operations will go live on June 2. These measures are temporary, with plans to transition to more organic emission allocation through protocol upgrades like Conviction and Shorting, as well as a decentralized governance system in the future.
