That is the part many people miss when they look at token-based systems. A protocol can have open proposals, public voting, many wallets, and still be fragile if real decision power sits inside a small group of large voters.

For Bedrock Token, the serious governance question is not only, “Can holders vote?” The better question is, “Who has enough weight to shape the result when voting begins?”

This is where governance risk becomes mathematical. Wallet count can look healthy, but voting weight tells the real story. If the top few voters control a large share of active votes, then the system may look decentralized on the surface while being concentrated underneath.
