Upbit 自己就出了 6 起，影响 600 多人；Bithumb 也没少。
背景是，去年 11 月那次大的，Upbit 被黑 3600 万美元，算是把事情彻底点燃了。
结果一查现行法规，罚款上限只有 45 万美元。
站在监管视角，这种级别的事故，只罚到这个数，确实有点说不过去。
所以现在流出来的草案，思路变得很硬：
你被黑，不是运气不好，
最多直接按损失的 10% 来罚。
要是当时就这么算，Upbit 那次至少是 360 万美元。
内部其实还有更激进的声音。
