John E. Deaton said the CLARITY crypto market structure bill could have no chance of passing if Congress does not act before the summer. Deaton said a Democratic win in both the House and the Senate could put Senator Elizabeth Warren in line to chair the Senate Banking Committee and make the bill nearly impossible to pass.
