The Chairman of the State Duma Committee on Financial Markets, Anatoly Aksakov, confirmed that Russia does not plan to lift the ban on the use of cryptocurrencies as a means of payment.
Ruble against digital assets
According to Aksakov, only the ruble can perform the function of a legal means of payment in the country. Cryptocurrencies, he emphasized, will never receive the status of legal money. This position aligns with the provisions of the law 'On Digital Financial Assets', which prohibits the payment for goods and services with digital currencies.
Cryptocurrency as property
At the same time, the authorities do not intend to declare tokens and coins illegal. Akcakov noted that cryptocurrencies can be seen as property: they are allowed to be bought, sold, and stored. For investors, this means the ability to use digital assets as an investment tool, but not as a means of payment within the country.
Experimental regime for foreign trade
Despite the restrictions, cryptocurrencies are gradually finding application in the payment system. The head of the Bank of Russia, Elvira Nabiullina, reminded that there is an experimental legal regime in the Russian Federation: it allows the use of digital assets for foreign trade operations - paying for imports and receiving funds for exports.
Stablecoins tied to the exchange rate of national currencies are in the highest demand for such settlements. They help reduce risks associated with the volatility of the crypto market and provide predictability of transactions.
