Proposal to increase the fines for trading crypto on unlicensed exchanges
1. A fine of 30,000,000 VND to 50,000,000 VND for investors trading cryptocurrency assets not through a service provider licensed by the Ministry of Finance as specified in Clause 2 Article 7 of Resolution No. 05/2025/NQ-CP.
2. A fine of 70,000,000 VND to 100,000,000 VND for investors trading cryptocurrency assets in cases not permitted to trade as specified in Clause 2 Article 6 of Resolution No. 05/2025/NQ-CP.
The accompanying draft proposal also states that currently, Vietnam is witnessing a rapid increase in the scale and participation of the public in the issuance, trading, and holding of cryptocurrency assets.
