Схема простая:
крипту забирают, держат примерно год, а потом могут продать.

У тебя есть этот год, чтобы объявиться и вернуть всё назад. Но если ты пропал надолго — считай, сам отдал.

Важно понимать, что это не чисто “антикрипто” история. В США давно есть практика с так называемым “забытым имуществом” — когда деньги с банковских счетов, акций и других активов переходят государству, если владелец не проявляется. Теперь туда подтянули и крипту.
