On paper, splitting policy, operations, and technical control sounds clean, yet what it really reveals is tension. A 2-of-3 multisig feels fast, but add a 3-of-5 for risk and suddenly time stretches, decisions slow, accountability sharpens.
Meanwhile, 4 severity levels in incidents look organized, but underneath they expose how often systems expect failure. That structure creates trust, but also friction.
If this holds, sovereign tech is not about speed, it is about who is allowed to act, and when.
