EIP-8141 allows operations from a smart account to be packaged directly into on-chain transactions, and when combined with FOCIL, these transactions have a fast entry channel to the block, resisting censorship.

Vitalik describes EIP-8141 as enhancing smart accounts (including multi-signature, quantum-resistant signatures, key changes, gas funding, etc.) to Category 1 citizens: operations from these accounts can be directly brought on-chain without additional encapsulation layers.

He also stated that private protocols can achieve a multi-tenant account model through paymaster or 2D nonce mechanisms, thereby receiving equivalent native support in the Ethereum ecosystem.

FOCIL: fast tracking transactions into blocks, even when disadvantaged.

FOCIL is a mechanism for quickly inserting transactions into blocks and resisting censorship; Vitalik stated that this design almost guarantees transactions are on-chain within 1–2 time slots even in adversarial environments.

When combined with FOCIL, many types of transactions such as smart wallet transactions, gas-funded transactions, and private protocol transactions can enter the block through one of 17 randomly selected roles in each time slot (proposers or includeers).

Vitalik emphasizes that even if 100% of block slots are monopolized by adversarial parties through the PBS mechanism, denying connections to the public mempool or discriminating against specific applications, FOCIL can still ensure that all transactions are entered quickly. This design does not eliminate the centralization risk of the proposer role but significantly weakens their power.

In terms of implementation, each FOCIL is currently about 8kB, described as relatively small, and has a roadmap to expand to support the majority of transactions in a block through the FOCIL channel. The architecture is similar to Multiple Parallel Proposers (MCP), but differs in that FOCIL does not control last look associated with MEV; this role is still allocated through the ePBS auction mechanism.

Within the framework of EIP-8141, transactions from smart wallets or private protocols can be directly received by FOCIL contributors through the public mempool, without intermediaries or additional packaging processes. Vitalik concludes that Ethereum is accelerating the upgrade of its core architecture.
