A European Central Bank working paper found that the top 100 holders controlled more than 80% of governance token supply across Aave, MakerDAO, Ampleforth, and Uniswap. The paper said the concentration changed little between October 2022 and May 2023. The authors said this concentration complicates the EU test for services provided in a fully decentralized manner under MiCA.
