This order requires U.S. financial regulators to evaluate current rules within the next three months and identify any "unreasonable barriers" that hinder fintech companies from collaborating with federally regulated financial institutions. Within six months, regulators must also take steps to promote financial innovation. Notably, the order specifically instructs the Fed to reassess the eligibility of uninsured deposit institutions and non-bank financial companies for payment accounts and services. Additionally, the document calls for the 12 regional Fed banks to explore whether they can independently open payment accounts to relevant entities without relying on the approval of the Fed Board.
