🔻Initially granting limited sanctions waivers, with additional waivers strictly tied to verified compliance.

These conditions are considered extremely high demands. If Iran is to accept these conditions, it will likely require significant or even complete lifting of sanctions; even so, certain terms are difficult for Tehran to meet.

Iran's counter-proposal (a temporary freeze for several years + negotiations with regional allies) is unsurprising—aimed at buying time, protecting infrastructure, and testing the U.S. resolve on the sequence of sanctions. However, differences remain: Tehran views uranium enrichment as a sovereign right and leverage, while Washington sees it as a path to nuclear weapons development.

Pausing negotiations midway is a routine practice, especially when both delegations need to communicate with their domestic counterparts on thorny issues. It is expected that both sides will need 24 to 48 hours before reaching an agreement or proposing a decent temporary measure (such as a limited freeze on partial sanctions waivers). At this point, the signals sent by the U.S. military (carrier movements, posture at Diego Garcia) are not mere posturing but are aimed at avoiding a repeat of the 2015 situation where delays occurred again.
