VIP-554 [BNB Chain] Enable BNB E-Mode group

Summary

If passed, following the Chaos Labs recommendations, this VIP will add a new market to the BNB Chain Core pool for the underlying asset slisBNB. Additionally, this VIP will add the following markets to the new "BNB" E-Mode group on the BNB Chain Core pool, following this community proposal (snapshot), and the associated Chaos Labs recommendations:

- WBNB

- asBNB

- slisBNB
