Arbitrum's Security Council froze 30,766 ETH worth about $71 million after the $292 million Kelp DAO rsETH exploit. Arbitrum said law enforcement input on the exploiter's identity supported the emergency action, and the funds were moved into an intermediary wallet that now requires further governance action. The freeze covers about a quarter of the amount drained from Kelp's LayerZero-powered bridge on Saturday, and the original address no longer controls the funds.
