The decree stipulates the fines depending on the amount of foreign currency violated. A warning is issued for buying and selling foreign currency between individuals, or organizations not permitted to exchange foreign currency, where the transaction value is below 1,000 USD (or other foreign currency of equivalent value); payment for goods and services in foreign currency valued below 1,000 USD (or other foreign currency of equivalent value) not in accordance with legal regulations. Fines range from 10 to 20 million VND for the above actions but with values from 1,000 to 10,000 USD or below 1,000 USD but repeated offenses, multiple violations.
