The Ministry of Finance has just issued Decision 96/QĐ-BTC (dated 20/1/2026), announcing 3 new administrative procedures:
- Licensing
- Adjusting licenses
- Revoking cryptocurrency exchange licenses

The "huge" licensing process: Submit documents through UBCKNN → The Ministry of Finance presides, coordinating with the Ministry of Public Security + NHNN to check security, AML, IT. The maximum time to fulfill conditions is 12 months.

Super strict conditions:
- Vietnamese enterprises with a minimum charter capital of 10,000 billion VND
- ≥ 65% of capital from organizations (of which >35% from banks, securities companies, insurance, technology…)
- Foreign room maximum of 49%
- Extremely high requirements for tech infrastructure, security & personnel

There are about ~10 enterprises (backed by large banks + securities companies) ready to "play big".
