Today, the Filecoin Foundation (FF) and the Government of Bermuda announced an initiative led by the Cabinet Office in collaboration with the Department of Digital Innovation, under the esteemed Judge Diallo V. Rabain, to upload publicly available Bermuda government data to the Filecoin network. By enhancing the resilience, transparency, and verifiability of key public information, this collaboration positions Bermuda at the forefront of digital public infrastructure, demonstrating how decentralized storage can protect public records for generations to come.

The initiative to upload government data to Filecoin is conducted in collaboration with the Internet Archive, as part of the Democracy Library project—this project is a free, open, and online collection of government documents, research, and publications. The Filecoin Foundation and the Internet Archive have previously collaborated to preserve a wide range of public datasets through the Democracy Library. To date, over one pebibyte has been stored on Filecoin—equivalent to millions of photos or hundreds of thousands of HD movies—government materials, including:

• End-of-term web archiving: Protecting U.S. government websites during the transition of U.S. government.

• Aruba Collection (Aruba Cathedral): Includes over 100,000 items from Aruba's memory institutions, including the National Library and National Archives.

This work reflects the shift towards making public data permanently accessible, tamper-proof, and verifiable for future generations.

“Bermuda is committed to responsible innovation and forward-looking governance,” said Hon. E. David Burt, MP, Premier, and Minister of Finance. “Collaborating with the Filecoin Foundation and the Internet Archive enhances the resilience of our public records, ensuring that Bermuda's citizens and people around the world can verify the integrity of our data. This initiative supports our broader vision of transparent public services based on trustworthy information.”

The initial dataset from the Government of Bermuda includes 'Employment/Labor Publications' that record key trends in Bermuda's labor market, with plans to provide more datasets in future phases. These records are an important part of Bermuda's public archives and lay the foundation for future digital governance initiatives.

“Today's internet is centralized. Filecoin Foundation Chair Marta Belcher states that the vast majority of data is stored by only three companies. In a decentralized version of the network, data remains accessible even if some devices fail, meaning that the availability of information does not rely on any single server or company. This creates a more robust platform for humanity's most important information. We are excited to collaborate with the Government of Bermuda to demonstrate how verifiable data can be the foundation of next-generation digital public services.”

Filecoin, the world's largest decentralized storage network, distributes data across a network of independent service providers rather than relying on a single centralized service provider. Recent outages—including a recent Cloudflare failure that affected numerous state and local government services—highlight the risks of centralized infrastructure. Filecoin's decentralized architecture provides a more resilient way for governments, public institutions, and citizens to protect critical information, offering several key advantages:

• Resilience: Data is replicated across multiple storage providers, eliminating single points of failure and protecting against power outages, cyberattacks, and more.

• Verifiability: Files will receive a content identifier (CID), which changes if the data is altered, allowing tampering to be detected immediately.

• Transparency: Files can be retrieved and independently verified to confirm data integrity.

• Long-term preservation: Filecoin is trusted by leading institutions including the Internet Archive and Starling Lab to ensure public data remains accessible, verifiable, and resilient over the long term.

Since 2018, Bermuda has established a globally recognized regulatory paradigm for digital assets through the implementation of the Digital Assets Business Act (DABA) and the Bermuda Monetary Authority (BMA)'s principles-based regulatory approach. DABA, combined with Bermuda's clear regulatory standards, positions the jurisdiction as a trusted hub for responsible digital asset innovation, attracting leading companies.
