According to The Times, Helen Maccoo, who served as the senior analyst for financial security at the central bank of the United Kingdom, wrote a letter to the governor of the Bank of England, Andrew Bailey, urging him to outline action plans in case the White House ever confirms the existence of extraterrestrial life.
