Just having a roadmap or promise does not always mean the price will go up—this notion often proves to be incorrect.
However, it is also true that the Plasma team is consistent in communication and is working silently but steadily on the development side—this is a significant plus point. For those who are only looking for quick pumps, XPL may be disappointing. But for those who view the fundamentals with patience, Plasma is a project worth watching.
Overall, it is risky to expect a moonshot right now, but completely ignoring it would be foolish. Given time, Plasma may get the opportunity to prove itself.
