just noticed something in the TokenTable technical specifications that raises a practical operational question —

the whitepaper lists scheduled distributions as a core feature — "recurring payments such as pensions and regular subsidies" with "second-level granularity and calendar months" for timing precision. Second-level granularity means a pension payment can be scheduled down to the exact second.

Technically impressive.

the part that surprises me:
second-level precision on recurring government payments is sophisticated infrastructure. But the whitepaper describes the scheduling capability without addressing failure handling.

After tracking how Ethereum-based scheduled payment systems manage missed executions — a known pain point where keepers or automation sometimes fail to trigger transactions on time — I came back to this SIGN section with the same open question. What happens when a scheduled distribution doesn’t execute at its defined second?

A missed pension distribution could mean a citizen doesn’t receive their monthly income on time. For populations living paycheck-to-paycheck — with rent due dates, medication schedules, or bill payments — even a one-day delay has real human consequences.

the whitepaper mentions "user-initiated batch processing" as one processing mode. This suggests distributions may require some form of trigger rather than running fully autonomously. If so, second-level scheduling becomes more of a target than a hard guarantee — the payment only fires at the exact second if someone (or something) initiates it on time.

If distributions are meant to be fully autonomous — with smart contracts executing automatically at the scheduled second — then failure modes like chain congestion, gas issues, or temporary contract state problems become critical. None of these scenarios are described in the whitepaper.
