German CISPA Research: Nearly Half of Third-Party LLM API Endpoints Provide Misleading Models, Affecting 187 Papers
Germany's CISPA Helmholtz Center for Information Security has published a paper investigating model fraud in third-party LLM API resellers (referred to in the paper as "shadow APIs").
Shadow APIs are unofficial intermediary services claiming to provide access to commercial models like GPT-5 and Gemini, usually at a lower price to attract users.
The research team identified 17 widely used shadow APIs, mentioned in 187 academic papers, with 62.03% published at peer-reviewed conferences such as ACL, CVPR, ICLR.
45.83% of test endpoints failed LLMmap fingerprint validation. The performance deviation was as high as 47.21%, with Gemini-2.5-flash dropping from 83.82% to around 37% on the MedQA benchmark and GPT-5-mini experiencing a 9.81% accuracy drop to 40% on AIME 2025.
The paper identified three profit models: offering cheap open-source model substitutes at official prices (e.g., claiming GPT-5 actually provides GLM-4-9B), labeling older model versions but providing new ones at a several-fold markup, and slightly increasing prices while decreasing backend model quality.
88.2% of shadow APIs are operated by individuals with opaque identities, with only one holding a valid business registration. The re-execution cost for the 186 affected papers is estimated to be between $115,000 and $140,000.
