Министерство казначейства и финансов Турции готовится к внедрению новых шагов для предотвращения отмывания денег, полученных от незаконной деятельности (AML) — в частности со ставок и мошеннических схем — через операции с криптовалютами.
Согласно ему, правительство планирует усилить контроль за операциями, осуществляемыми криптовалютными сервис-провайдерами.
В частности, обязать платформы получать информацию о происхождении средств и цели переводов. Каждая транзакция по переводу криптовалюты должна будет сопровождаться описанием операции не менее чем на 20 символов.
Чтобы ограничить злоупотребление выводом криптовалют, который не подпадает под правило Travel Rule (относительно обмена идентификационной информацией об отправителе и получателе), вводятся временные ограничения:
минимум через 48 часов после покупки, обмена или внесения активов;для первого вывода с кошелька — не ранее чем через 72 часа.
Чтобы предотвратить быстрый вывод сомнительных средств, устанавливаются ограничения на переводы стейблкоинов, а именно:
суточный лимит: $3000;месячный лимит: $50 000.
Однако компании, которые полностью соблюдают требования Travel Rule (включая передачу имени, фамилии, адреса, места и даты рождения обеих сторон), смогут удвоить эти лимиты.
Министр финансов Мехмет Шимшек заявил, что цель этих мер — защитить финансовую систему, не ограничивая при этом легитимную деятельность в сфере криптовалют.
«Мы не ставим препятствий для пользователей, которые занимаются ликвидностью, арбитражем или действуют как маркетмейкеры, если источник средств прозрачен. Такие транзакции будут разрешаться без ограничений, но под контролем платформы», — сказал он.
Министр также напомнил, что криптоплатформы, которые не будут придерживаться новых требований, могут столкнуться с административными, финансовыми или даже юридическими санкциями, включая аннулирование лицензии.
