📌 Foundations of the Initiative
- 📅 Start Date: February 2026
- 🎯 Objective: Prevent the outflow of foreign talent and accelerate the process for international master’s and doctoral-level specialists studying in Korea to obtain permanent residency and citizenship.
- 🔄 To achieve this, the previously known “Accelerated Permanent Residency and Citizenship Track for Talented Professionals in Science and Technology” has been reorganized and expanded under the name “K-STAR Track.”

- 🚀 Program Expansion
Since 2023, the system was limited to 5 science and technology institutes. It has now been extended to 27 additional universities.
In total, 32 higher education institutions are included.
🏫 Original 5 Institutes:
- KAIST
- DGIST
- UNIST
- GIST
- UST
🏛 Newly Added 27 Universities:
Gangwon, Kyungpook, Gyeongsang National, Kyung Hee, Korea (Seoul and Sejong), Dong-A, Pukyong, Busan, Sogang, Seoul National, Sungkyunkwan, Soonchunhyang, Ajou, Yonsei (Seoul and Mirae), Inha, Chonnam, Chonbuk, Jeju, Chung-Ang, Chungnam, Chungbuk, POSTECH, Korea Maritime, Hanyang (Seoul and ERICA).

- 📝 Immediate issuance of an F-2 residence visa based on a university president’s recommendation.
- ⏳ After residing for 3 years with an F-2 visa, individuals become eligible to apply for F-5 permanent residency or special citizenship.
