Newton's argument is that onchain finance needs a programmable version of that missing layer. Its published material describes a flow where a transaction is checked against policy, the result is proven, and enforcement happens before settlement. What stayed with me after reading about this was a gap I had not thought much about before. Having the ability to approve an action is not necessarily the same as having unlimited authority over every action that follows. A wallet can show that the correct key approved a transfer. That alone says nothing about whether the amount was sensible, whether the destination was acceptable, or whether the circumstances had changed since access was originally granted.
