Bedrock is the name of a specific rollup design (a Layer 2 solution) developed by the team behind the Optimism network.
Older crypto systems used to write their own code from scratch. The theory behind Bedrock says: “Let’s not reinvent the wheel.” Bedrock was designed to be a near 100% replica of Ethereum itself (EVM), just with tweaked details for better speed. For developers, this means they don’t have to rewrite anything – whatever works on Ethereum works here too.
Theoretically, Bedrock split the network into two independent parts. One part processes transactions (quickly and cheaply), while the other part "batches" them and sends them to the main Ethereum network, where they are permanently written into history. Thanks to this, the network can run with minimal fees without losing the security of the main blockchain.

The Clarity Act was finally approved by the U.S. Senate Banking Committee. It is the first historically comprehensive law regulating the cryptocurrency industry in the United States. According to the official statement of the Chairman of the Senate Banking Committee, Tim Scott, the law was approved by a vote of 15 to 9. The voting took place mostly along party lines, but two Democratic senators, Ruben Gallego of Arizona and Angela Alsobrooks of Maryland, joined all Republicans and supported the law.
Scott announced that the committee has moved the bill forward and highlighted several key points. The law is intended to establish clear rules for digital assets and make America the "crypto capital of the world." The Chairman of the Senate Committee praises the bipartisan cooperation, which he believes proves that Washington is still able to function across the political spectrum.
