I think most people assume trust is about character. In practice it is almost always about infrastructure.

A supplier who cannot prove their certifications loses the contract to someone who can. A freelancer whose work history is not verifiable loses the client to someone whose is. A graduate whose degree does not fit the verification pipeline loses the opportunity to someone whose institution was already in the system.

None of these people were less trustworthy. They just lacked the infrastructure to prove it.
