Layer2 Ethereum Performance

There are too many layer2s in the market, even many layer2s but they do not generate a monthly fee, have no users.
I do not understand why there are so many Layer2s? While the number of users increases very little each cycle.
Perhaps there will be quite a few Layer2s declaring to stop operating or switching to other areas soon.
