Ethereum Activity Grows as Some Layer 2 Networks Cool Off Ethereum’s main network has continued to see steady growth over the past year, even as activity on several Layer 2 chains has slowed. Reports indicate that active addresses on Ethereum are up around 25%, while transaction volume has increased by more than 20%. At the same time also reduced airdrop-related activity has led to the sharp declines across some Layer 2 networks. Data shows Ronin recorded the more steepest drop in active addresses and falling by about 70%, while the ZKsync saw the largest decline in the transaction volume down roughly 90%. This shift suggests user activity is consolidating rather than disappearing.

It also supports the use of no-action relief or interpretive guidance to define which applications fall outside registration requirements. In addition, the firm has called for formal rulemaking or exemptions to create safe spaces for innovation.
