From January 18 to 19, the Central Political and Legal Work Conference was held in Beijing. In terms of scientific legislation, the conference proposed to promote legislation in key areas, emerging fields, and foreign-related fields according to the principle of establishing before breaking and not establishing means not breaking, laying a high-quality track for the rule of law. This includes: conducting forward-looking research on new issues such as the protection of rights for new employment groups, virtual currency, and low-altitude economy, and actively proposing legislative suggestions; being adept at meeting law enforcement and judicial needs through a 'small, fast, and flexible' approach, and formulating departmental regulations, judicial interpretations, and normative documents.
In terms of strict law enforcement, the meeting clarified the need to severely crack down on illegal fundraising, financial fraud, and other economic crimes in accordance with the law, increase punitive measures, and promote the pursuit of fugitives and recovery of stolen goods; collaboratively carry out special rectification of illegal and irregular behaviors in government procurement, bidding, and tendering fields, creating a good legal environment for the construction of a unified national market; establish a long-term mechanism for normative enterprise-related law enforcement, and regularly rectify issues of illegal extraterritorial law enforcement and profit-driven law enforcement.
In terms of judicial fairness, the meeting proposed to improve the mechanism for achieving and evaluating judicial fairness, enhance the fairness, stability, and authority of judicial rulings; implement the case registration system, improve the mechanism for prior registration followed by mediation, and the connection between litigation and mediation; further improve the trial system and evidence rules for civil and administrative litigation, regulate the investigation, prosecution, sentencing, and trial of guilty pleas and penal cases; legally strengthen the supervision of the execution activities by the prosecution organs and enhance the supervision of compulsory measures such as sealing, seizing, and freezing.
In terms of law-abiding for all, the meeting clarified the need to carry out legal publicity and education implementation work, formulate the "Ninth Five-Year" legal publicity plan, and create a good environment in the whole society that respects the rule of law, abides by rules, honors contracts, and maintains justice; formulate a new round of national public legal service system construction plan, and coordinate the promotion of work related to lawyers, notarization, arbitration, mediation, judicial identification, and legal aid, promoting the balanced allocation of legal service resources.
In terms of reform in the political and legal fields, the meeting proposed to study and formulate the "Fifteenth Five-Year" development plan for various departments of political and legal affairs, compile the legal guarantee system and foreign-related legal capacity construction "Fifteenth Five-Year" plan; deepen the reform of jurisdictional levels in administrative cases, centralized jurisdiction, and extraterritorial jurisdiction; improve the national enforcement system, standardize the operation of enforcement power; accelerate the construction of foreign-related legal system and capacity, strengthen legal service guarantees for the "Belt and Road" initiative, and create a preferred location for resolving international commercial maritime disputes.$BTC $ETH $BNB #Hawk🦅🔥🔥🔥
