Its goal is to keep the perpetual contract price close to the spot price.

Positive (+) Longs pay → Shorts receive
Negative (–) Shorts pay → Longs receive
In your example, when you saw the rate +0.005%, longs paid shorts.
Now that you see –0.40%, shorts pay longs.
