The government project is set to return to the Sejm later this week. Donald Tusk announced that the main change from earlier versions will be the tightening of criminal liability against entities scamming investors.

The Prime Minister linked the need for new regulations to the scandal surrounding Zondacrypto. According to findings from money.pl and Wirtualna Polska, the largest Polish cryptocurrency exchange may have lost nearly all of its Bitcoin reserves. An analysis published by the media indicated a 99% drop in reserves, and users began reporting issues with withdrawals. Additionally, over 76 million PLN is said to have been transferred from the platform to another exchange.

The Regional Prosecutor's Office in Katowice is currently investigating the case for possible fraud and money laundering.

Particular emotions are stirred by the case of Sylwester Suszek — the founder of BitBay, the predecessor of Zondacrypto, who went missing in 2022.

The CEO of Zondacrypto, Przemysław Kral, released a statement revealing the wallet address containing around 4,500 Bitcoins worth over 300 million dollars. He also admitted that neither the company nor he has access to those funds. According to his account, control of the wallet is held by Suszek.

This issue has become one of the main arguments for advocates pushing for the swift adoption of the crypto-assets law. The government argues that the lack of appropriate regulations limits oversight capabilities and complicates the protection of clients on cryptocurrency platforms.####>>>>

The Presidential Palace claims that the new regulations aim to protect investors, ensure state oversight, and limit the risk of overregulation in the market.

The dispute over the bill intensified following reports of liquidity issues at the exchange zondacrypto and an investigation led by the Regional Prosecutor's Office in Katowice.

On Wednesday, President Karol Nawrocki submitted his own bill on the crypto assets market to the Parliament. The information was conveyed by the head of the Presidential Chancellery, Zbigniew Bogucki, emphasizing that the proposal is meant to be an alternative to the twice-vetoed laws prepared by the government of Donald Tusk.

The project emerges amid a sharp escalation of the political dispute surrounding the cryptocurrency market and the scandal associated with the zondacrypto exchange. Just a day earlier, Prime Minister Donald Tusk announced plans to submit another version of the government bill, which is expected to impose stricter penalties for fraud in the digital asset market.

Karol Nawrocki outlines three pillars of regulation.

According to Bogucki, the presidential project is based on three main principles. The first is the protection of consumers and investors. The second is effective state oversight of the crypto assets market. The third pillar remains the protection of the rights of entrepreneurs operating in the industry.
