Binance today announced a significant regulatory development in Pakistan, which followed strategic engagements between Binance’s senior leadership and Pakistani government officials. Led by Binance Co-CEO Richard Teng, these continuous discussions with key policymakers highlight Binance’s commitment to supporting the growth of a regulated and secure digital-asset ecosystem in the country.
Binance has obtained an AML registration under PVARA’s framework, marking a crucial step toward full licensing and local incorporation in Pakistan. This phased approach will enable Binance to offer AML-registered cross-border services while preparing for full Virtual Asset Service Provider (VASP) licensing, in alignment with Pakistan’s regulatory roadmap.
Binance remains committed to supporting digital economies across South Asia and looks forward to continuing its collaboration with regulators and stakeholders in the region to build a robust, transparent, and inclusive virtual asset ecosystem.
Please note that the changes relate to regulatory structuring and are not meant to alter the way that users interact with the platform. Users’ day-to-day use of the platform will remain substantially the same.

Binance OTC & Execution Services is excited to launch Indication of Interest (IOI), the latest enhancement to our suite of VIP & Institutional tools. This new function allows users to privately signal buy or sell interest (Spot IOI) as well as borrowing or lending intentions (Loan IOI).
To complement the launch of Binance IOI, we are offering Binance VIPs exclusive rewards to borrow assets via the Loan IOI feature.
About Indication of Interest
An Indication of Interest (IOI) is a private, non-binding expression of intent to trade a specific asset. In traditional finance, IOIs are widely used to help traders gauge market interest and potential liquidity without making a firm commitment. They are especially valuable for sizable or sensitive transactions.
On Binance, the IOI feature is divided into two core functions: Spot IOI and Loan IOI.
Spot IOI
Spot IOI allows traders to express buy or sell interest for a specific asset at a targeted price level. By submitting a Spot IOI, you communicate your intent directly to our OTC trading desk, which will actively work to match your order with a counterparty through the industry’s largest network of liquidity providers.
Loan IOI
Loan IOI is an alternative, bespoke solution for yield generation and liquidity management by allowing users to set custom loan terms as borrowers or lenders, which our OTC trading desk then matches with interested counterparties.

Getting Started With Indication of Interest
Step 1: Access the IOI platform. Navigate to the Binance OTC & Execution Services product page through your VIP Portal, then select the ‘IOI’ tab.
Step 2: Choose Spot IOI or Loan IOI. Select the product that best aligns with your trading strategy and capital allocation goals. You can indicate buy or sell interests for Spot IOI, or supply or borrow interests for Loan IOI.
Step 3: Set Your Custom Parameters and Register Your Interest. Customize your interest to fit your needs, review the details carefully, and then submit your registration.
Step 4: Track Your IOIs. Monitor your open and completed IOIs using the blotter.
