The authorities in Kazakhstan have tightened up access for foreigners to obtain permanent residency in the country, and they've expanded the list of grounds for deportation.
A joint order from several ministries has introduced changes to the pilot project for granting foreigners permission for permanent residency. The main change is that foreigners will no longer be able to obtain residency permits in million-plus cities: the capital Astana (including surrounding areas), Almaty, and Shymkent. Additionally, residency is now closed in the regions of Almaty, West Kazakhstan, Aktobe, Atyrau, Mangystau, Kyzylorda, Karaganda, Turkestan, Zhambyl, and Zhetysu.
