Comprehensive implementation of highway "response, inspection, and control" measures is required, cooperating with public security traffic management departments to strengthen traffic control on the road network. For coastal highways, bridge and tunnel sections, especially mountainous areas affected by the typhoon, measures should be taken to "close all that should be closed, stop all that should be stopped". Important infrastructure operations monitoring and safety protection, such as the Hong Kong-Zhuhai-Macao Bridge and the Shenzhen-Zhongshan Channel, must be carried out properly, including timely organization of the relocation of construction personnel, sheltering construction vessels from the wind, and windproofing large equipment and temporary facilities.
