Load active upkeeps
Check conditions every 3 seconds
Simulate upkeep
Perform upkeep when conditions are met
If checkUpkeep returns False, the system checks again in the next interval.
If True, performUpkeep is executed automatically via the UpKeep Registry, enabling full custom logic execution.
