South Korea has announced plans to implement a new set of regulations aimed at the artificial intelligence industry in the country. According to local media reports, the new rules are set to take effect next month and have emerged amid concerns among businesses in this sector.

According to industry sources, they note that the existing regulations concerning the industry may slow its growth and create unnecessary burdens on small businesses.
The AI regulation law is expected to come into force on January 22, 2026, establishing the necessary mechanisms to ensure the industry's prosperity.
According to industry sources, the national AI regulation law, which is expected to come into force in January, provides for the establishment of a national AI committee, the development of a basic three-year AI development plan, and the introduction of safety and transparency requirements, including disclosure obligations for certain AI systems.
If adopted, Korea will become the first country in the world to implement a comprehensive regulatory framework in the field of AI.
The European Union was the first to adopt legislation regarding artificial intelligence. However, it plans to begin applying most of the rules as early as August, while other provisions are expected to be postponed until 2027. The introduction of these rules is taking place against a backdrop of increasing pressure from businesses and companies, as the global race for artificial intelligence continues to gain momentum.
"Companies may not have enough time to prepare for the new rules, as the implementation regulation is expected to be finalized shortly before the law comes into force due to procedural requirements," said a representative of the Korean Internet Corporations Association. "This will be particularly difficult for startups."
A recent survey conducted by Startup Alliance showed that 98% of 101 local AI companies reported that they do not yet have a response system to comply with the new law. In the survey, 48.5% of respondents noted that they are unfamiliar with the law and unprepared for it, while another 48.5% stated that they are ready for the law but still insufficiently prepared.
"If the current implementation schedule remains, some companies may be forced to drastically change or suspend their services after January 22," said another industry representative.
He noted that if the rules are too strict, companies will have an incentive to launch their services abroad rather than in Korea. Meanwhile, industry analysts point out that regulatory pressure is one of the main reasons why most Korean AI startups are considering Japan, which takes a softer approach.
There are concerns about mandatory watermarking rules that will require labeling content created with AI to combat deepfakes and other forms of misuse. "Even AI-generated content often requires the participation of hundreds of people working to improve quality, but consumers may turn away as soon as it is labeled as 'created by AI'," said a representative of a company dealing with AI-generated content.
The representative also emphasized the ambiguity of labeling requirements, noting that the government did not take into account the opinions of those who fully understand the content creation process and other relevant experts.
