The reform generated confusion and criticism due to the new wording of some articles.
The section that caused the most perplexity was the change in the first article of the law, from which the word "currency" was removed, but the expression "legal tender" was maintained.
"What does it mean to say that bitcoin is regulated as 'legal tender'?" asked constitutional lawyer Enrique Anaya.
"The key is that the concept of currency disappears," economist Julia Evelin Martรญnez explained to BBC News Mundo, the BBC's Spanish-language service.
"For example: the euro is legal tender in El Salvador because people can use it optionally if both parties agree, but it is not legal tender because no one is obliged to accept payments in euros," explains Martรญnez, who was a professor and researcher in the Department of Economics at the Josรฉ Simeรณn Caรฑas Central American University (UCA) from 1998 until last year.
Economist Carlos Acevedo, former president of the Central Reserve Bank of El Salvador, agrees with this interpretation.
"That is the spirit of the reform, although the wording is very confusing and obscure," he says.
Before the reform, the law required businesses, companies and public institutions to accept payments in bitcoin, unless they did not have the technology to process the transactions. Now, this acceptance becomes voluntary.

The goal is to allow Brazilians to carry out transactions using Bitcoin and USDT with layers 2 of the cryptocurrency, enabling on-chain cash in and cash out with reais.
During the Plan B Conference in El Salvador, Mow highlighted that this integration will work through Swapix, allowing payments in reais using the Bitcoin blockchain. With this solution, fees will be extremely low, reaching just US$0.03 per transaction.
Mow also stated that central banks are approaching the crypto market to understand how to integrate their economies with Bitcoin. According to him, the Central Bank of Singapore has already started talks about a possible adoption of the cryptocurrency.

The newfound optimism among an increasing number of bank execs who were in Davos this week is tied to Trump's pro-crypto agenda. Trump, a vocal crypto skeptic in his first term,ย flippedย on the issue during his 2024 campaign and came to rely on theย crypto industry's moneyย in his effort to defeat former Vice President Kamala Harris.
The president on Thursday issued aย sweeping executive order on crypto, with an emphasis on "protecting and promoting" the use and development of digital assets. Banks have been reluctant to support crypto and enable transactions to this point in large part because of the government's position. The SEC has brought more than 200 cryptocurrency-related enforcement actions since 2013,ย according to Cornerstone Research.
"We'll be working with Treasury and the other regulators to figure out how we can offer that in a safe way," Pick said.
