3 layers to differentiate:

1. Vision → Economic independence, downstream processing, stop the leakage of state wealth. This is solid and necessary.

2. Rhetoric → Strong speeches, nationalistic style, "Indonesia is rich, we can do it ourselves." This gets the people fired up.

3. Reality → The state budget is still in deficit, maturing debts are piling up, the rupiah is weak, foreign investment is still needed. This often doesn't align with points 1 and 2.
