Changpeng 'CZ' Zhao, the former CEO of Binance, has joined the newly formed Pakistan Cryptocurrency Council as a strategic advisor. The council, established in March 2025, aims to guide Pakistan's efforts to attract foreign investment by focusing on the regulation of digital assets, infrastructure, education, and their adoption. Zhao's involvement follows the council's first meeting on March 21. In a statement on social media, Zhao clarified that his role is to advise on cryptocurrency regulation and blockchain solutions, not to engage in political affairs.

The formation of the Pakistan Cryptocurrency Council is part of a broader effort by the country to establish itself as a leading player in blockchain technology in South Asia. Bilal bin Thaqib, the CEO of the council, has stated that Pakistan seeks to create a favorable legal framework to attract international investors and ensure institutional adoption of blockchain-based finance. This move also responds to broader global efforts to regulate digital assets, especially following the increasing focus of the U.S. government on cryptocurrencies during President Trump's administration.

Pakistan's decision to intensify its efforts in the cryptocurrency space comes amid a decline in foreign direct investment. In February 2025, the country experienced a 45% drop in foreign direct investment compared to the previous year. This decline has raised concerns about the country's ability to attract foreign capital, making the council's work even more important. The council aims to provide regulatory clarity and create a favorable environment for the growth of cryptocurrency businesses, which will be a key factor in reversing the investment slowdown.

Once again, Zhao has returned to the Web3 space, investing in projects such as YZi Labs, an investment company focused on blockchain technology innovations. He also launched the Giggle Academy, a nonprofit platform aimed at providing digital education for students from first to twelfth grade.

Zhao's return to prominence in the cryptocurrency space comes at a time when Binance continues to solidify its position in the region. In March 2025, Binance received $2 billion in funding from MGX, a technology company based in Abu Dhabi. This funding deal represented one of Binance's largest funding rounds, with MGX acquiring a minority stake. Binance also maintained its leadership in the spot cryptocurrency market, handling trades worth $651.5 billion in February 2025, representing 36.8% of the global market.

As Zhao embarks on his advisory role in Pakistan, the country's government remains focused on creating a regulatory framework that allows it to keep pace with global trends in the adoption of digital assets.
