1. Stop FCFS!
Start all drops from maximum points, for example from 300 and decrease by 10 every hour, so those who trade more will have the opportunity to decide whether to claim the drop or not.
2. Give drops only to accounts that have $1000+ in balance (this will immediately filter out mass Chinese farms of fraudulent accounts)
